OWWA Livelihood Program

OWWA livelihood program is a joint undertaking of OWWA and National Livelihood Support Fund (NLSF) to address the economic component of the OFW Reintegration Program.

It is meant to further improve access to entrepreneurial development opportunities and credit facilities to OFWs, their families, and organizations.

Enterprises may include:

(a) trading (general merchandise and buy and sell, etc.);

(b) services (repair shops, restaurants, parlors, etc.);

(c) manufacturing (meat/fruit processing, shoes, etc.); and

(d) agri-business (tilapia culure, piggery, poultry, etc.).

The OWWA-NLSF Livelihood Development Program currently has the Collateral Loan Window for individual and group borrowers.

Acceptable Purposes of Loan

1. Working capital – for purchase of merchandise goods and/or raw materials

2. Business assets acquisition (except lot) – for purchase of machines/equipment

3. Business site construction or improvement

Eligible Borrowers

1. Member-OFWs and former member-OFWs

2. Their immediate family members (one family member per one OFW)

3. For married OFWs: spouses or children of legal age

4. For single OFWs: parents or siblings of legal age

5. OWWA LDPO beneficiaries with good repayment records

6. Legally organized groups of OFWs (partnerships / corporations, OFW organizations / associations / cooperatives & Federations)

What are the loan packages and requirements under the OWWA-NLSF Livelihood Development Program

1. Collateral Loan Window

* Individuals or Partnerships with less than five (5) members are entitled to a maximum of P 200,000.00 each member

* Service Fee = Four percent (4%)

* Facilitation Fee = Three percent (3%)

* Total interest rate per annum plus fees not to exceed 16%

Loan Requirements

For Individual Borrowers

1. Proof of OWWA Contribution (passport with POEA-LAC stamp, information sheet from OWWA, POEA-attested Employment Certificate, or E-card)

2. Business Plan / Project Feasibility Study

3. Financial Statement in case of existing business

4. Business permit / license (pre-release condition)

5. Collateral papers (REM or chattel mortgage)

Additional Requirements if availee is an immediate family member:

1. Marriage Contract and consent (for married borrowers)

2. Birth Certificate and authorization (for single OFWs)

For Group Borrowers

1. Proof of OWWA Contribution at least among officers

2. Business Plan

3. Financial Statement in case of existing business

4. Collateral Papers / Ownership Titles

5. Promissory Note for Non-collateral Loan Window

6. Registration with Securities and Exchange Commission (SEC) for partnerships & corporations; Cooperative Development Authority (CDA) for cooperatives; and Department of Labor and Employment (DOLE) for associations.

7. Basic organizational instruments:

– 7.1 Articles of Incorporation for corporations

– 7.2 Ratified group By-Laws or Mutually Agreed Term for partnerships

– 7.3 Articles of Incorporation for cooperatives

– 7.4 Constitution and By-laws for associations

8. Board resolution or group/partnership resolution specifying intent to undertake a group/partnership project or expand a group/partnership project using capital to be borrowed from the OWWA-NLSF-LDPO

How can one apply for a loan under OWWA-NLSF Livelihood Development Program?

Loan applications may be filed at all OWWA Regional Welfare Offices together with the following standard requirements:

1. Accomplished application form (with 2×2 picture)

2. Sketch and routes of residence and/or business site

3. Other requirements if applicable:

* Price quotation

* Bill of materials or building plan

Assets Acceptable as Collateral and Required Documents (For Collateral Loan Window)

1. Real Estate Property

Unmortgaged with no delinquent realty tax and with appraised value of not less than the loanable amount.

2. Chattel / motor vehicles / machines / equipment (brand new up to 3 years)

    I don’t have land under my name. I also don’t have motor vehicle. I’ve decided return to Philippines for good. Is there any chance I can avail of a loan to start a small massage parlor. I am a Licensed Massage Therapist. All I need is maybe 2 massage beds, and an AC (min. requirement).

    Ang napagtanungan po namin d2 sa riyadh ay from 300.000.00 – 3,000,000.00 peso ang pwedeng ma avail na loan. anong klaseng loan po ba iyon @ kung saan po pwedeng mag-apply kung halimbawa po na taga province? At kung gagano ang itatagal bago maka avail from time of application? pwede rin po ba na spouse ng OFW ang mag-apply? Thanks.

      Maari po ang asawa mag-apply sa plano ninyong loan. Makipag-ugnayan kayo sa malapit na regional office ng owwa sa Pilipinas para mabigyan kayo ng payo at maproseso ang loan ninyo. Kami ay OFW din at naniniwala sa owwa. Good luck kabayan. God bless.

    Good day

    The construction of our refilling station & a convenient store is ongoing. I wonder if we can avail a loan to purchase an equipment & a start up capital @ the same time. I am now in riyadh & i am thinking of sending my wife to the OWWA office to apply for the loan. Please reply

      Kabayan, maiging alamin mo ang loan na plano mong e-avail. Huwag mag conclude agad, alamin ang kabuuan ng loan at requirements tapos makipag-ugnayan sa malapit na OWWA regional office o sa Pasay office. Kami ay OFW din at nakapag-avail din ng loans mula sa owwa.

    for OWWA dependent how to get health assistance for example patient undergoing chemotherapy and radiation therapy.
    kasaluyang kakauwi ko lang yung last july of this year. di na ko nagbalik, d2 na ku sa pilipinas. 10 years na akong nagtatrabaho dun pinauwi kami dahil humina ang kumpanya namin sa bahrain. ngyon may asawa ako na may cancer. chemotheraphy sya ngyon.. ma.iaaply ko ang mga benefits ko sa asawa ko. makakakuha ba ko ng assistant sa inyong kumpanya?

    ayyyy… naku wag na kayo mangarap na makakautang kung wala kayong ikokolateral at kung wala din kayong bisnes na naeexixt na at my puhunan na 100thousand dahil mag papagod lng kayo at sayang ang araw mga pogi points lng mga yan pweeee… para masabi lng na my ginagawa sila ….

      Sa totoo lang kabayan, marami sa ating mga kasamahang OFW ang nabigyan ng loan at ang iba naman di pinalad dahil kulang at di sapat ang requirements . Naintidihan din namin ang iyong damdamin dahil OFW din kami. Makipag-ugnayan na lang kayo sa OWWA officer o sa hotline nila hinggil sa iyong planong mag-loan . Magandang araw sa iyo .

    isa po akong OPW dito pa po ako sa saudi,,gusto ko lang po magtanong kung sakaling makauwe na po ako at lumapit po ako sa OWWA makakahingi po ba ako ng tulong kasi dh lang po ang trabaho ko dito at 800riyals lang po sahod ko,,balo na po ako may 4 na anak,,,hindi po sapat ang sahod ko para sa anak ko….kung sakali po ba makakahingi po ba ako tulong para sa pilipinas na lang po ako makapag hanap buhay…salamat po…

      Magandang araw sa iyo, kabayan. Kami ay OFW din at base sa aming pakikipag-ugnayan sa mga ibat ibang OFW, may mga nabigyan ng financial assistance ng OWWA sa pamamagitan ng REINTEGRATION PROGRAM. Ito ang impormasyon:

      The Reintegration covers two (2) major components – economic and psycho-social components.

      The economic component on the other hand, includes social preparation programs for livelihood projects or community-based income generating projects, skills training and credit facilitation and lending. At present, the economic component has two (2) loan programs: the OWWA-NLSF Livelihood Development Programs for OFWs (LDPO) and the OFW Groceria Project.

      The OWWA-NLSF Livelihood Development Program currently has the Collateral Loan Window for individual and group borrowers.

    saludo ako sa programa ng gobyerno, pero ano proceso ay di yata maganda, kasi parang ang hirap maka avail ng loan, remember kaya ang tao gusto mag loan kasi wala silang capital or kung anong pagagamitan ng pera. kelangan ag requirements ang baguhin para naman totoong maka avail ang mga ofw na dapat ay maka avail sa tamang pagsusuri ng mga kabuhayan at kung dapat talagang tulungan. hindi na kung anuanung sandamakmak agad na requirements ang inyong hihingin tapos wala rin. imbis na tulong eh magiging pabigat pa kayo sa mga kababayang gustong makahingi ng tulong sa inyong ahensya. pagliwanagin pa sana ang inyong isipan at gumawa kayo ng tunay na daan para ma meet ninyo ang pangangailangan ng mga ofw na katulad ko na gusto rin sanang maka avail ng inyong programa. mabuhay kayo…… at sana maging makabuluhan ang inyong programa sa tunay na pangyayari at hindi sa papel lamang……..

    ang masasabi ko dyan d kau makakaloan pag wala kau kolateral ok pinag loloko lang tau ng gobyerno yun nga isa ko na pinag tanungan na in charge sa owwa for loan, ito ang eksakto sbi nya “kailangan daw ng kolateral kc pano daw pag d nagbayad ang ofw d papagalitan daw cla ng boss nya at wala daw cla bonus”

    Sir /ma’am dating ofw ,Hindi po sinuwerte ng Ali’s ko ,at sa ngaun po nag apply po uli ako kaso sabi po ng agency Hindi raw ako pwedeng bumalik kasi may scars na raw po ako,gusto po sana humingi ng tulong para makabangon ako sa kahirapan Ng pamilya ko,sana po matugunan nyo ang making mounting kahilingan ,maraming salamat po .

    dapat lahat maka avail di na kung wala kang kilala or colateral di ka maka avail sa laki ng pondo ng owwa di manlang mabigyan ang mga kababayan natin dapat makarating to kay president duterte ang patakaran ng owwa na napakahirap mag avail ng livelihood program nila sakit sa ulo…

    Magandang araw po sa lahat na mga kasamahan ko na OFW. Isa din akong OFW mula noong 1998 hanggang ngayon nand2 ako sa Jubail na nag banat ng buto para lang sa aking pamilya. Taga Iligan City po ako at parehas din sa inyo na nagbalak na mka avail sa NLSF-OWWA LOAN para sana sa balak naming mag asawa na magtayo ng Agribusiness ng Broiler Poultry sa aming lugar, with coordination ng Sr. San Pedro Backyard Farming. Hindi naman kalakihan ang balak naming hiramin dahil 100k to 150k lang para ma-simulan na sana namin magpatayo ng kulungan ng manok. Ngayon lang po, dated September 08, 2016 kagagaling ng Mrs. ko sa Cagayan de Oro sa OWWA Office dahil doon lang ang malapit sa Iligan City na OWWA branch office.. peru bigo ang Mrs. ko sa kanyang lakad ngayon dahil tinanggihan siya na hindi daw pwede kami maka avail dahil ang kanilang Programa ay para lang sa mga meron ng business na nakatayo na, at kung mayron kang business na na umpisahan at mag apply ka ng loan sa OWWA para sa dagdag na puhunan, may collateral pa.. Sa madaling salita, etong Programa ng OWWA ay hindi para sa ating mga OFW na mahirap at walang business na na-simulan at walang e collateral. Masakit isipin na sa tagal ko ng nag abroad at gustong maka apply sa kanilang advertisement na programa na para maka dagdag man lang ng income ay hindi pala ako pwede dahil wala akong nasimulan na business at wala akong e collateral. Ang priority daw nila ang meron ng business na nasimulan, eto ay confirm na impormasyon sa lahat na OFW sa makakita ng message ko na to. Lahat requirements na kailangan nila na galing d2 sa akin, pina scand ko at pinadala ko na sa Mrs. ko via email at eto ang pinadala ko… E-Ticket, OEC with OWWA contribution, passport copy with visa stamp, latest employment contract, Iqama ID, at latest payslip ko, eto na ang bitbit ng Mrs ko pagpunta niya sa Cagayan de Oro OWWA office, pero tinanggihan siya, at hindi pwede kahit anong pilit ng Mrs ko. Ang tanong ko lang sa taga OWWA, ito bang {NLSF} National Livelihood Support Fund o Programang to ay para sa mahirap na OFW? o para sa mga mayayaman na at maykaya na OFW na meron e collateral na mga ari-arian? hindi ko maintindihan ang patakaran na eto. Gusto ko malinawan na masagot ng detalye ninyo para sa ganon kung talagang ganyan ang patakaran ninyo Nationwide ng LIVELIHOOD OWWA Program, at least sa madaling panahon maka hingi kami o maka request sa mahal nating bagong pangulong Duterte na mabigyan naman kami ng pansin ang mga mahihirap na OFW kagaya ko sa ibang paraan na Programa na hindi kagaya nito… Sana masagot ninyo at mabigyan ninyo ng pansin etong complain kong eto ng deretsahan at walang paligoy-ligoy pa.. maka avail ba kaming mga mahihirap at walang e collateral o hindi? At kung mali ang patakaran sa OWWA branch office ng Cagayan de Oro paki check lang po, at baka yong programa nila o patakaran nila ay yung dati pa na iba pa ang nakaupo na Pangulo.. Sana magbago na ngayon para maging patas para sa mga kagaya naming mahihirap na OFW.
